As a newer 9 you should get 3 starred every war. The trick is to be able to able to pick up 6 stars yourself.

　　I suggest finding a good anti-3 star base design and hopefully you force at least a higher attacker to come down and clean up your base for 3 stars.

　　As for defense, the worst thing you can do is put your x-bows down and upgrade them quickly without have the offensive fire power to take them on yourself. If you do that you will still get 3 starred by strong 9s or a 10 dipping down to clean you but you won't be able to 3 star the equivalent base that you pull in.

　　Oh oops see you already have L2 x-bows, count on being a liability in war until you learn to 3 star mid to maxed TH9s. But since you already let the cat out of the bag upgrade to L3 to help protect loot on your farm base.

　　edit - I suggest opting out of wars and upgrade you King and Queen nonstop until they are at least L15.

　　Keep your lab busy (get loons to 6 and hounds to 2 and you have a 3 star army comp for TH9)

　　Your walls are terrible, they will get destroyed every war.
